Stainless steel or tin

Question

My wife is removing the paint from an old medical cabinet. How can we tell what the metal is underneath? We think it's stainless steel but may be tin. How do we refinish stainless steel to get that brushed metal look?

If it's tin, you'll be able to at least put a dimple in the surface with a table fork - stainless steel wil laugh at you.

As for the second part of your question, if it's tin, a metal primer and paint will work. If it's stainless steel, I welcome anyone's suggestions because I don't know...
