Refinishing furniture
I would like to refinish a dresser which I suspect is part wood and part particle board. It has a clear lacquer of some sort. Do I need to strip or may I simply apply some sort of primer and then paint. I would like a glossy finish and would like to know the type of paint you would recommend.

You don't need to strip the piece. Sand completely to remove the current sheen. Prime (is use either BIN or KILZ). Sand lightly to remove any brush marks, etc.
For the highest shine (and great durability), I would suggest an exterior oil based house paint. It ain't cheap - but it's good stuff.
