building an oversized garage

I am a college student and have to plan a project. I decided on building an oversized attached garage since we plan to build one in the near future. For my school project I nee to get a completed task or activity list for everything. This includes the permits through the COP. I need the estimated time for each task and and precedents for each task. To anyone that can help me, Thanks in advance.
