Garage Conversion

We have a one car detatached garge that I would like to finish and use as additional bedrooms/apartment. Where do I begin? I can do probally all of the work myself, in regards to running water and sewage i can handle that. As of now the garge is insulated walls and ceiling fromt he previous owner. I would probably need to redo that walls with insulation and the roof, I would also raise the floor and insualte the conrete floor as well. I was thinking of leaving the main garge door alone and opening the side wall where there is a window and make that a door.
any advice before venturing out to complete this task?

Before you pound the first nail I would be talking to the city/county building department about codes and permits.
