Finished Breezeway (Carpet over Painted concrete?)

Remodeling an already finished breezeway to make an addition living space (living room). The flooring currently is painted concrete and wanting to lay carpet. The floor has never actually sweat real bad but has had times where it feels tacky like it is trying to sweat. Question being any recommendations on what I should do about the moisture barrier. The room is heated and cooled along with the rest of the house. looking to put down atleast 5/8 pad and a heavy shag carpet.

I'm a big fan of rubberized flooring. You can put it right on top of the concrete. Carpet just holds the dirt.

1st do a moisture test ( ca cl ) to determine how much moisture's rising,,, test kits are avail online,,, you'll need to grind off the paint 1st,,, IF that's too much work, lay pad & carpet w/dble-sided tape

once you KNOW, you can plan,,, clearly carpet's MUCH more footsie-friendly
