Stanley 1/2 hp Garage Door Opened only 12 inches?

I bought my house 3 years ago its a 2 car garage with one side having a newer garage door opener and the other side has an older model stanley 1/2 hp which is started having an issue with. The door only opens about 12" then stops and I tried to adjust screws on the motor and once it a blue it will work as normal so I am at a loss.

Lets look at all the basics first.
Is the door well balanced?
Are the hinge points (not the wheels or rails) lubricated?
Are photo eyes properly adjusted?
Did you look at the trouble shooting section of the manula?
Are the limit switches properly set?
Is the door a tension spring or torsion spring? Are they adjusted prperly?

Depending on you answers to these question then we can suggest a possible fix.

It may need an RPM sensor, only about 15$ usually. My liftmaster would go up about a foot, then go down....that's it. I pulled off sensor and sprayed w/WD40 and then with compressed air and that fixed it. Also make sure up and down force adjustments are set correctly. you don't even need to remove parts, just clean well. Good luck!

Well I am going to replace the motor as its a old style and update it so that it matches my other garage door motor and updated especially so I can program it to my car as I can with the newer one.
