EZ-Set Torsion Spring Install Issue

I have just installed a 9' x 7' Ideal (Clopay) garage door with the EZ-Set Torsion Spring system. For some reason when I raise the door manually and get to almost 3/4 of the way open the drum stops turning and the cables get loose. If I'm not careful when I lower the door back down the cables will either get wrapped up in each other on the drum or they wrap around the outside of the drum.

I have tried resetting the springs back to the start multiple times and redoing the tension and have even tried going past the recommended 11-1/4 turns of the spring and it still does this.

Any suggestions?

are the drums rubbing on the metal "U" bracket? can you post a picture or two?
