Removing adhesive from garage threshold? And best adhesive??

Wasn't sure where to put this question but to keep the water out of my garage, I have a rubber threshold. I'm replacing it with a new one but I cannot remove the old adhesive. I bought some stuff that removes the adhesive under vinyl flooring and used it full strength but it didn't help. Any suggestions appreciated.

You likely need to use a floor scraper and possibly a heat gun. We don't know what adhesive was originally used. Could be hard as a rock for all we know.

I tried a heat gun and it didn't work. Whatever is on there, is hard as a rock. I purchased a grinder so I will try that when it gets here.

Might need to chip it off with a rotary hammer and chisel.
