Home Depot Stone VS other stone

Home Depot sells those bags of stone and other "Stone" places sell it by the bucket load.

The Home Depot stone appears dull and light in color and the other stone is much darker. Yet, these are supposed to be the same color.

Is there a difference between the Home Depot stone and stone you get from one of these "Stone" places? (Does this question even make sense?)

I say buy what looks best to your eye. Buying the stone in bulk might save you a little bit.

Depends a lot on where it was quarried or harvested from, too. One load of HD packaged stone may not be the same colour as the next... Bulk is usually more local than packaged (you normally are paying for the quarrying, transportation and storage), while packaged could be from anywhere.

One other thing to consider - if you are using the stone as a mulch or in a pond, if you use a limestone based stone, it will affect the pH after some time (raising it) - sometimes not a consideration, but many plants and even fish have a comfort zone - too high or low pH will have a negative effect on them.
