Blue princess holly looks terrible

We have I. meservae planted around my house (blue princess). we had a brutal winter here (this was the first winter for our holly bushes). They are green on the top 1/3 of the plant but the lower 1/3 has many yellow leaves and is very thin. I fertilized all of them with Hollytone about 3 weeks ago. Any other info/tips on what to do? Will they fill in? The middle and lower parts of the shrubs are so bare. They face north but get a fair amt of sun. They are about 3 feet tall. Thanks.

If the green part contains new growth, I would be optimistic.

Thanks Chris.
Out of the 15 or so plants, all but 2 have new growth on the ends of the branches. The two that don't have new growth don't really look any worse than the others. I have fertilzed all of them. Do you think I should just watch these two that don't have new leaves or push to get them replaced?
