cutting down tall hedges(10feethigh)

I have a hedge, about 10 feet long but it has grown about 10 feet high. I have it cut in the traditional oblong style. But now it's far too tall. When is the best time of year to do a drastic trim down. Thank you very much for your help.:

Some plants tolerate heavy trimming better than others. Privet hedge will likely take anything you can dish out. For many plants that do well for hedges, a growing time of the year such as now would be good. Feed and cut, keep watered to facilitate growth of new wood. Alternatively, cutting back when dormant in January may be better.

What plant is it? That can matter in an accurate recommendation. Some plants that are allowed to grow to great size may die, if cut back too severely.
