Flowering crab tree fungus

I have what I believe is a flowering crab tree that seems wilty and is loosing leaves. My neighbor (who has the same type of tree that is doing the same thing) said she heard there is a fungus on them this year. Any idea what it could be? When and how do we treat them. I live in Minnesota. Thanks!

Here is a link to what may be the problem:

http://www.mnr.gov.on.ca/mnr/forests...tree/Apple.pdf

on page 2 - see Apple Scab

it also lists controls.

Hope this helps.
