Hello,

I have a question about Preen. What is it? When do I use it? If I put on my landscaping "islands" (that are red rock islands with "stuff" planted in it), will it kill anything I don't want to die? How do I put it down?

It is apparently a pre-emergent herbicide. That is, it kills the plants by preventing the seeds from germinating. The documents on the web site remind you that it does not kill anything that has sprouted. As for where and how to use it, see the label on the container or documentation incljuded with the product. A rock garden seems to be a good place to use it.
