want to transplant a sucker sprout

I'm interested in trying to get a sprout from a sucker lead of an oak tree and transplanting it to grow a new tree. I'm not sure how to do this, though. Not sure how to clip it, then what to do next. For example, to I put it in water and roots will start growing? At what point can I put it in the ground?
