tomato problem

I have a few early girls, super steaks and grape tomato plants in my gaden. All of them have varying degrees of curled leaves. This condition started at the bottom of the plants and has worked upwards. Also, one of the plants was stunted and hasn't grown in a while (half size of the others). I sprayed with Neem concentrate (veggie herbicide and insecticide) twice and haven't seen much in the way of improvement. Any suggestions, is this condition reversible or is it just a matter of controlling the condition? Also, last year I had some problems with end rot. Thanks.

Thanks chfite, I did some searches also, but not much help I'm afraid. I was looking to see if I should stick with the fungicide (I meant to say fungicide before) or if anyone had success with this problem.
