When is the best time to trim limbs off of trees? Is now a bad time?

Now is fine. Worst time is in spring when the juices are really flowing!

Do I need to put anything on the tree where I've cut off a branch?

Putting something on cut is not recommended (use to be but not now, found that trees do better without "wound paint".) Just be sure not to cut into "branch collar". That's the bulge where the branch is attached to the tree.
