Mary:

There are several reasons why oaks can be hard to garden under. Some have roots at the surface. All suck water from your plants. Some provide too much shade.

The answer lies in the variety of oak you have.

For advice tailored specifically to your situation contact your local Cooperative Extension Service Office via http://www.reeusda.gov/1700/statepartners/usa.htm. Click on your state, then county, then locate your local office. Contact them and they will be able to help you with the variety of oak you have (if not known) and best advice for specific steps you may or may not be able to take to allow you to garden under and around the tree.
