Climbing rose bush question

I purchased a house with a poorly maintained climbing rose bush. It did not flower at all late last summer, but now it has quite a bit of new growth with some "buds" that look like shriveled crab apples. Are those flowers that are not blooming? I pruned it recently since there was a lot of dead branches and several branches with black spots. I would like to keep it and nurse it back to health if possible.

Any suggestions would be welcome. Thanks.

What zone are you in? I cannot tell about the cycle of the plant, not knowing how far along your season is.

What else has bloomed there?

I am in New Jersey (zone 6). My tulips have been up for about a month. Hope that helps.
