fruit flies invading my daisies and black-eyed susans

I wrote earlier about something eating my daisies. New development--I'm now seeing what appear to be little fruit flies all over my flowers. When I water my flowers, they fly away, and I think they are eating the petals! Anyone have any home remedies to get these things to leave my flowers alone??? Now they are starting on my black-eyed susans!!! I live in Eastern PA--an hour from Philadelphia.

These could be whiteflies. Insecticidal soap may be effective.
