Cannas looking ragged

I planted some Cannas last year and they looked great. Now they are looking pretty ragged, the leaves aren't as green and some are browning and curling.

Having never planted these before, is this normal during the winter season? We have had an unusual amount of rain for this time of year here in Northern California.

Also, are you supposed to cut back cannas similar roses prior to the growing season? I have seen opinions that say yes and no.

Thanks

In cooler parts of the country, cannas die back in winter. Since they are bulbs, it makes sense to cut them back before the new growth starts to eliminate the ragged old leaves you mention.
