Roots of Lilac bush

Roots of Lilac bush

I am wanting to put a "border" around my lilac bush. I'm using those cement curved blocks to form a circle around it. But when I went to do this, I found a root (about an inch around in size) shooting out one side - so I can't lay the block there. Can I cut that root or will that harm the bush??

It is not likely that cutting the root would have a detrimental effect on the lilac bush. Because lilacs tend to be vigorous growers and expand with shoots from roots, it might not be the best idea to encircle with blocks.
