Preen

what is the best way to apply preen to plant beds that have red cedar mulch already in them?

Preen is made to be placed in/on the soil. It stops any seeds from growing. You will need to remove the mulch, put down the Preen and then reinstall the mulch. Good luck.

can preen be put over peagravel, or do u have to remove the peagravel-put the preen down-and then replace the peagravel?

If you have a substantial amount of peagravel, you should not need the Preen. In my experience, most weed protection products are not "forever".

With the pea gravel you might try raking it to dislodge the weeds.
