Dying Dappled Willow

We had a late frost last year (after my dappled willow had already sprung all of its leaves). The frost killed all of the leaves, and I had anticipated them coming back this season. So far, every other tree in the neighborhood has leaves except my little guy. There seems to be some pliable wood in the branches (though some are pretty brittle).

Is my tree gone? Is there anything I can do?

My rule is water it. If there is no green on June 1, it is officially dead.

I tend to agree with Chfite, but sometimes a young tree will take it's time to come back from a trauma. Check to see that the rootfare is visible and it wasn't planted too deep.
