costco rose 2 pack are sprouting..too early to plant?

I bought some of the roses at Costco, they are nice I have heard, and wanted to get some before they sell out...only problem is that they are starting new growth. I live in Albuquerque, and I am pretty sure we are NOT done with freezing nights for a couple of months yet..the roses are bagged in soil at the root, and in a box. Will they hold up as is for a while in the garage? or should I be wetting them until planting, or just go ahead and plant now.........hope I gave enough info.

If your roses have leafed out you will need to plant them. I'm in Maryland in zone 7 and it's still too early to plant in the ground. I suspect you are also zone 7. You can soak them in water for 10 to 12 hours and then plant them in pots and keep them in a lighted area of your garage as long as the soil doesn't freeze. Once the soil thaws you can plant - probably in mid March.
