Growing Mandarin Citrus Fruit Trees

Question

I live in central,coastal california. The weather is average 70 degrees, 20 inches of annual rain,with a clay soil (mildly rocky). The tree is about three years old and producing a good amount of fruit. Problem is the fruit is very dry and pulpy. How do cure this problem?

Contact them at http://www.reeusda.gov/1700/statepartners/usa.htm. Click on your state, go to your county and it will list your local office and best way to contact.
