My Palm Tree Appears To Be Dying - Please Help

Hi all. I have 2 palm trees and a coconut tree in my yard here in SW Florida. They are 35 years old. One of the palm trees looks seriously ill, as its branches are all brown dead, except for a few green ones at the top which are looking very weak.

At the bottom of the tree you will notice Christmas lights. My other trees have them too. Also, my other palm tree and coconut tree are very green with many branches.
At the base of the sick palm tree I noticed what appears to be some sort of fungus:

I can tell you that I used to direct my daughter to empty her guinnea pig and rabbit droppings along with wood shavings from the cage around that particular palm tree.
Can I save the tree, and if so, how??

When I lived south of Fort Myers, I used the Lee County Extension Service (not certain that is the exact name) for advice on the plants in the area. I remember they said I should sprinkle epson salts around the base of my palm trees.
Hard to tell what that stuff is around the base of the tree.

Well the palm tree still looks horrible. I have not removed the branches yet, partially because I cannot reach them myself. I will have to consider hiring a tree-trimming service for that.

A few days ago I tore up the grass around the trunk to expose the ground about 1.5 feet around the trunk. I also scrapped off the fungus from the bark. I poked some random holes in the soil and watered the well. I also purchased some citrus & avacado fertilizer and spread it on the newly exposed ground. Further I punched 8 holes in a circle about 3 feet out from the trunk, and I filled the holes with fertilizer.

I will be removing those old lights.
I hope to be able to save the tree. No other palms in my neighborhood look even remotely close to this.

Just wanted to let everyone know that the palm clearly died, and yesterday I finally cut it down and layed it to rest:
