How Do I Reshape- "Pom-Pom" shrubs?

We planted pom-pom shrubs and some Golden Mops around the pom-poms, my wife, against my opinion, said DON'T TRIM THEM!! I warned her what was going to happen, and now 3 years later, it did. The shrubs look like a bad train wreck. How should I even start to trim them so the pom-poms look like pom-poms, and the mops look like mops again? Any help anyone can give me would be greatly appreciated, Thank You In Advance.

I would trim them with a backhoe, JK. They do tend to get out of hand. I think it may be too late if they have already begun to bud. I should think trimming in the dead of winter would have been a better choice. Don't worry, I have a butterfly bush beside one of our driveways that has gone untrimmed for years. She won't let me keep it neat. She will come home one day and I'll say "oops". Bushhogs play heck on bushes.
