Serviceberry trouble

I planted a beautiful serviceberry tree in a pretty wet area in Indiana. One of the three trunks and all its branches are bare. It looks like it was starting to sprout new growth but has stopped. The other two are starting to flower. Is it dead, or is it possible it's just "behind" and may still be alive? If I find it is dead, should I remove that whole trunk or does it mean the whole tree will likely die? Thanks.

If you have others of same variety already budding out and that one is not showing signs of life I would bend some of the smaller branches. If they snap like dry wood and are gray & dry inside then you know that at least that branch is dead. If the branch bends or if it's tan/yellowish or green inside and moist then it may be alive and need more time to bud.
