basic fertilizer question

basic fertilizer question

Have about 40 12" impatients planted. I want to get some fertilizer onto them and 10-30-10 was recommended. I looking for what is felt to be the best method for these plants. They have a mulch covering. Should I water with a watering can covering all leaves and flowers and not worry that much will run off or is it better to open a little mulch in the back and pour fertilizer mixture in to be sure it gets at root ball and nor worry about getting the flowers and leaves. Thanks and sorry for such a basic question!

I've always done whichever is easier - pour it over the top on outside flowers and into the dirt on potted (often inside) plants
