Neighboring "Weed" Trees

Please forgive the grass, it's been raining for days, first day of sun in awhile. I don't know what to do about our neighbor's trees/weeds. Every year we cut them back and just as fast they pop back up worse than before. Not only do we have to deal with the leaves in the fall, but they are pushing on the fence, shading my roses and just ugly. Is there a solution? It may be hard to tell from pic but most of the trees/weeds are slanted into our yard, the neighbor only has the trunks.

Where is the fence - your property, neighbor's, on the line, ...?

It's on the line. We've tried cutting it, but within months they are back.

Fences on the line are a real PITA because both sides basically have to agree to get anything done with it. Were in on your property, ....

Not much I can advise. Have you talked to the neighbors about this?

We have not talked to them yet. We are newer to the area (most have been here 20 years). Plus, they are behind us, so we don't even see them. I would be afraid I'd offend them too. Idk. But I guess that is the best option. Thanks. :-)

I know the law where I moved here from is that you can cut the branches that are hanging on your property, but unless there is a neighborhood ordinance or something you can't make them remove the trees.
