How dangerous are these trees?

Should I report these trees to the appropriate city agency? They're on a busy avenue in New York City and people park their cars under them. There are more like this on another side of the block and on the next block. They've looked like this for weeks or months.

Yes, you should, but good luck with a response, esp in your city. They may take it more seriously due to the recent lawsuits when people were injured or even killed by falling branches.

Might also contact Con. Edison and the telephone company.

Make sure you have a pole number. Then when you call the utilities you'll get the "who does the pole belong to" runaround. Then they will ask if anyone is in immediate danger.

The utilities may have already cut the branches that were in danger of falling on the wires but I'll have to look again. I was about to report it to the city but I got stuck at this part because none apply to branches with no leaves:
Hazardous/Poor Tree Condition

Please describe, as best you can, the tree's condition:

It has been uprooted.
It is leaning hazardously.
The tree is unhealthy and cracked.
The tree is unhealthy and hollow.
The trunk has split.
One or two trees that I didn't photograph are dead and standing so I'll report those with the "Dead Tree Removal - Standing Tree" form and just mention the others. I just have to check the locations first.
