Pear tree fungus
I live in North Jersey and a tree in my front yard is suffering from a fungus and losing its leaves. They have spots and are dry/curled and falling down. A tree company identified the tree as a pear tree and has rust and scab disease. They recommended kelp treatment now and 3 rounds of fungicides in the spring for $500. Does this sound about right? I can get kelp at the local big box store. There are a ton of basic fungicides that treat rust/scab too.

Take some samples of healthy and diseased leafs to 2-3-4 nurseries or College extension offices for more opinions and treatment advice.

I got another estimate and it is a "Fire Blight" disease that is incurable. Adding fertilizer and trimming/shaping will slow the disease... Not sure who to believe
