Insect cocoons on my Green Giant Arborvitae?

Hi all

I noticed these things (thought they might be berries at first, but they are only on one side of the bush) on my Green Giant Arborvitae.

Any idea what they might be--and if they are harmful to the bush?

follow up: I've learned that Arborvitae's sometimes develop cones. These would be female cones...

Thanks for the update, I wondered if they might be part of the arborvitae, insects tend to hide their cocoons. But I'm no pro on this.
