Fennel Pest or Swallowtail babies

I have lots of tiny webbed clusters with single larvae in each "cacoon" on the seed heads of my bronze fennel. I cannot locate empty swallowtail egg shells, so I am not confident that they are the desired swallowtail caterplillars. I will be thrilled to have swallowtails devour the plant, but mortified if a pest. I have searched for help on websites but none show 1st instar size of swallowtail cat. All larger 3rd-5th stages. Can someone share what this might be?
