even out front yard

When it rains, I am getting water pooling up in front of the house. This is because the dirt in the front yard is higher than the cement from the driveway and walkway. I would like to move the dirt to the side of the yard, even it out, lay a tarp and place stones. See picture (moving dirt from red area to blue area). What's the best way to do this? Rent a bobcat?

Sure, they are fun to play with, but that's an expensive option.

How big of an area?

it's a total of 19 feet by 31.5 feet
