Diseased juniper tree?

Over the past few weeks, my 2-year old blue point juniper tree developed countless cone-like nodules all over. I thought maybe it was some sort of seed pod, but the tree is starting to thin out and I'm worried it is dying. Is this some sort of disease? If so, is there anything I can do to save the tree?

Thanks for the quick reply. Should I also spray the tree with an insecticide afterwards? Is this something that In should do every year as a preventative measure?

It's a little late now. But next year you would spray it earlier, before they appear.

Okay. I removed all of the sacks and disposed of them. I also noticed these tiny granules all over the ground beneath the tree...
