dwarf mexican sunflower not blooming????

Several dwarf mexican sunflowers were planted in the spring of 2022 when we took out our lawn. Near the end of summer they were covered in yellow flowers. A few flowers are all I have so far. I thought they'd be blooming by now? They all get plenty of full sun. I think adequate water, I don't think they're getting too much water?

So, they bloomed fine the first season but not the second, is that correct?
It's possible the genetics of the plant aren't great. Many hybridized flowers only bloom well, or bloom the desired color the first time. After that the genetics tend back towards the dominant traits.
It could be the mulch or other ground covering like landscape fabric. They can prevent the seeds from taking well. Or, it could be a nutrient problem.

It is blooming now. Lots of pretty yellow flowers I'd forgotten how late in the fall, early winter, it bloomed last year. But now!!! It has gotten "leggy". I have drip irrigation AND have grey water from our clothes washer going to that area if they get too much water they get leggy. I kind of sort of tried to manage the drip in that area but obviously didn't do a very good job! Yard care is so hard!
