organic herb garden mulch

I have a small organic herb garden that measures about 3 ft by 3 ft. What kind of mulch should I use to keep the soil cool and hold down weeds? It seems like much of the bark stuff must be treated with checmicals? I don't really know. K-mart has some very fine pine mulch by Scott that looks the best of anything I've seen. Do you have any suggestions?

Most mulches are not treated, just check all the labeling to make sure. You could also use pine needles if you have access to them.
