LPG wok cooker burner has yellow flame

Dear Experts

I have got an LPG wok cooker same as the one in the link below

it has two burners one is working fine and other burner has yellow flame as per attached photos :

Burner head and outer ring brass cap and inner ring brass cap all are clean for sure

I did a simple troubleshoot by swapping the burners still there is yellow flame on the same burner means for sure problem not with the burner itself.

A yellow flame signifies a lack of air getting to the burner. The orange is unburned propane.

I'm not familiar with that exact burner but there should be an open shutter..... possibly adjustable..... where air enter the supply tube to the burner. Quite possibly the shutter is not adjusted properly.

I had read about shutter but I couldn't locate it as I am newbie

Take a picture from further back. I'm having a problem getting my bearings.
I labeled one of your pics. That metal piece that the screw is holding looks like the shutter.
