GE gas cooktop won't work when oven is heating

When I turn on my GE oven (say to 350 degrees) the cooktop burners will either not light at all or light partially (left side of the burner). This happens until the oven reaches the desired temperature. After the temp is reached the cooktop seems to work correctly.
What is happening?

One of two things may be your problem... The first is the service regulator (Gas Company supplied), to the home may be malfunctioning, causing a restriction in the flow of fuel to the appliance. The other may be an appliance regulator, usually on the appliance itself. In either case, a call to your gas company, or licensed gas technician is in order to find out if this is so. If there is a pressure problem, it will likely be noticed when you have more than one appliance running simultaneously... ie, all for burners at once on the cooktop and another appliance such as water heater or space heater/furnace.
