Exclamation Help! with OLD Magic Chef Gas Range/Oven

I am renting an old apt in NOLA that has a very old (perhaps 15+) Magic Chef Gas Range/Oven that is compact/narrow sized. Each time that I have cooked on the range so far, I had to turn the main gas valve (behind it) on and off due to the smell of gas hours after lighting and cooking on one burner. Recently, my landlord came to "repair" the problem and lit both main pilot lights under stovetop cover, as well as the one inside the oven. I was told that these three "pilot" lights need to be constantly burning no matter if the stove/oven is in use or not. Is it safe to have these pilot lights constantly burning??? I don't know the first thing about appliances, but I also don't want to cause a fire by letting them stay constantly lit 24/7. Does anybody know, or can anyone help???
Thanks!
