Kenmore Gas oven does not heat up

Kenmore Gas oven does not heat up
My Kenmore (m odel 790.75663200) stopped heating up in Bake mode.
I have a top and a bottom heating element
I think the bottom one works, as I can see the glow ehen it is on.
The top elemt is working fine when I try to BROIL, but when I set it to bake, the top element never comes on
I can see the pilot (burner element?) glow in the back, but no flame.
Also, I do not smell any gas, even after letting it heat for 30+ minutes. I assume that no gas comes out of the top.
The oven gets warm (I think from the bottom element), but the top element never coems on and the oven never gets hot enought

The bottom burner is strictly for the oven.
You can see the igniter glowing but it is probably not glowing enough. When the igniter reaches a certain temperature it draws over three amps and opens the gas valve.
You'll need to lift up the bottom oven plate to see if the burner is lighting.
That would be the most likely place to start.

I guess I do not know how a gas stove works . . .

That would explain the issue. I will have to find a beginner's guide to how gas ovens work

If the top burner came on while baking......everything would have a crispy top to it.
I don't think crunchy cake would go over to big
