wall vents

I have vents in a new construction home - some in the floor and some in the walls. The ones in the walls - some are up top which I cannot adjust and some are on the bottom of the wall - which I can open close. I'm sure I'm supposed to regulate depending upon heat/cool, season, etc - just not sure when. Please advise and THANKS!

usually, the vents that you see at the top of the wall are return air vents that require no adjustment. Somewhere in your house there is a return air vent or louver that is hard ducted to your mechanical unit. It basically draws air from the whole house via these top of wall vents and it's efficiency depends on those return vents being open all the time.
