Unhappy a/cnot cold

All summer the a/c has been not working so great. No matter what it is set on, it won't cool below 80 in the day and 74 at night. Air at the evaporator is 50, duct air is 60 and right now after a rain storm & at 6:30 ain the evening, it is 77. Why?

clarification

The temperature at intake is room temp (before the coil). The temp after the coil is 50 with a large inspection hole cut in the duct. When I seal up the hole, the temp rises to 60. When I reopen the hole, it drops back to 50 in about 10 seconds.

evaporator coil restriction

What is the best way to clean the evaporator coils?
Would a partially clogged coil explain the results I got by opening the duct?
