How to circulate the air around the house

Dear all,
My basement is always colder than my 2nd level. How do I help to circulate the air around the house ? I heard from a friend that you could add an intake vent, but I am new with this so I don't know where to start .... Any ideas will be appreciated.

most of the time if it is just an open basement we put two outlets in the duct one on each end of the run. Also put one in the cold air drop for a return.You can get 6x10 or a 6x12 grill and cut it in the cold air drop low. This should help . ED
