Question pipe in middle of backyard left over from oil tank?

I am doing some landscaping in my backyard, and I uncovered a pipe that comes straight up in my yard, about 10 yards from the house. It ends (without any kind of bend) in a four pronged knob sitting directly on top that has the words "Works E-Z Seals" and "hold down when turning, Vancouver Washington."

My best guess is this is the inflow pipe for a decomissioned oil tank (this is a 1922 house that was converted from oil to gas). Does this sound right? If so, can I break off the pipe? I need to rototill there, and it is a bit of an obstacle.

Thanks.

you say

unit has been converted/replaced, what is the status of the tank? if it has been removed, no problem getting that line out of there, if not, look into removing the tank.
