No Heat On 2nd Floor

No Heat On 2nd Floor

I recently had my boiler changed from Oil to Gas. I have baseboard heating throughout the house. The main floor & 2nd floor are on the same zone. When the Heat is on, the first floor baseboard heaters get warm but not the 2nd floor baseboard heaters. I tried "bleeding" them & the situation did not change. Anyway the plumbers who did the conversion are coming back to see what the problem is but in the interim I was wondering what the problem might be? I was able to bleed all the second floor baseboards but not two of the first floor baseboards(These baseboards do get warm) The reason I could not bleed these two was because the screws are frozen from accumulation of what I assume is water sediment. Any suggestions on how to unfreeze them? I doubt that these two baseboards should affect my upstairs heat especially since they seem to be working and getting warm even though I've been unable to bleed them. Thanks

Rusty screws

Spray rusty screws with WD-40 and let set before trying to turn them.
