expansion tank on a hot water boiler

I need to replace a water-logged expansion tank on a friends gas-fired boiler. How exactly should I go about this? I know the expansion tank is water-logged . I've changed the water feeder and the T+P valve and the boiler is still going up to 30# pressure and causing the T+P valve to leak.

Quickest way to check an extrol is to hit the tank lightly with a pair of pliers below the center ridge. It should sound empty. If it sounds full, like the top half, then the bladder is ruptured and it need to be replaced.

ruptured bladder

`Natural rubber will loose about a pound/yr. A tank can be recharge by shutting down the water feed, drain the boiler to 0 PSI as indicated on the boiler dual gauge (Temp and Press). Tap the can on the bottom (opposite the connection end), if it has a solid sound instead of a ring, its full of water, replace it. Otherwise, using a tire pump, pump the bladder to 12 PSI for a two story bldg and 18 PSI for three stories. Reopen the water valve. Check it with a tire gauge. The water pressure regulating valve will stop feeding when the boiler pressure gauge reads 12 or 18 depending what you have set the bladder to. Remember the bladder and the water pressure regulator must match.
