Heat Pump works fine until temp. drops to freezing

My heat pump is 15+ yrs old and has been working fine until recently. The condensor freezes up once the temp. outside goes to freezing or below. My defrost cycle doesn't kick in and I've had to spray water on the coils to rid it of the built up snow and ice look. Is it time for a new one? Any recommendations are appreciated.

Even for 15 years old you still should have life left in your heat pump.
Probably the defrost circuit or the reversing valve.
You would need electrical test equipment, refrigeration guages and the ability to use them to diagnose this.

A qualified service tech would have no trouble figuring this out.
