cooling line to be moved

this is the problem...The line from the ac/condenser unit outside to the furnace inside is running across my joists in the basement. can I run it through the joists so that I can finish the basement ceiling

Do you mean just cut into the joist an push them up in it, YES
If the joist will take it. If you want to take them down and feed them throught the joist No if your not EPA. Cant you just drop the ceiling the 2"? ED

i thought about notching the joists but the building inspector said that it would weaken the joists

Ref lines

Thats why I asked if the joist would take it. Why not just drop down with a T bar ceiling and put that up. This would help on sound I know. Are you could have a hvac guy pull the lines and move the outside unit so it lines up with the joist and put them back in that joist space. By the Time your done it will cost you more that a T bar ceiling. ED
